Abstract:

The project studies the role of voluntary actors in local emergency preparedness and rescue work in Norway and Denmark, with special focus on cooperation between voluntary emergency preparedness organisations, public emergency preparedness agencies and local authorities.

When a crisis situation arises, resources beyo​nd those available to public authorities are often required, and cooperation with voluntary actors is often necessary to deal with acute incidents such as floods, forest fires or search for missing persons.

The project will provide knowledge about how the emergency preparedness cooperation between voluntary organisations and public actors works at the local level in Norway and Denmark and how such cooperation can be organised in ways that result in good local emergency preparedness capacity.​​
